WHAT IS AN UNSAFE INVESTMENT WORTH?

These defects are expensive if discovered late. If discovered on time, the liability can be dealt with in the building contract where it belongs, or when you are looking at a building before you buy or rent it.

A developer or landlord will lose rent, or possibly a letting, if a fire leads to extensive damage. The management effort involved is not usually covered-by insurance even if the loss of rent is.
